It should not when it is handled correctly. Cotton fringe is cleaned by hand, separately from the pile, and dried quickly, because slow drying is what browns it.
How long does a rug take to dry?
Usually a few hours for a synthetic rug and longer for wool, which holds more water. Air moving across the rug matters more than heat. Keep furniture and the pad off it until it is dry.
